One can do ALOT with a ray gun like that.
Example. You and your buddy, driving a standard car. When you get passed by someone ugly, let you buddy bring up the radar, and follow that car.

Another serious thing it can be used to is, on you street where you kids play, put hte radar up and connect it to a dashboard showing the speed, and make it look "official Police stuff" and have it say, " Slow down, You are speeding", and show the speed. Or something.
Prolly will have most people slow down ==> Safer street.
