Most common reason for a lean TL is fuel filter in need of replacement.

Can you describe the symptoms better?

          it probably is lean.

You will need to do the TB sync again after you get eveything figured out.

Go through the fuel system. Start with the fuel filter, check the rail pressure, take out the injectors and have them cleaned.

Go through the vacuum sytem and make sure everything is connected correctly -you might actually want to do this first as vacuum plays a part in fuel pressure.

I had the same symptoms. I recently read a post where the P.O. had jumped the clutch switch. This leaves the bike in the "clutch pulled in" fuel map. I hooked the switch back up to stock and no more jumping below 3000rpm maybe yours is jumped too?

My 03 runs abit like that .... kinda rough below 3000 RPM , I think its because I never had it on a dyno and the map is not correct .

Do you have a Power Commander? If so remove it and test it without. If not maybe have the ECU zero'd out so you know you are are starting from a known baseline.

My suggestion is to fix what is wrong before fitting the Powercommander.
